SANA'A May 04. 2024 (Saba) - In one of the most beautiful images of national steadfastness, the General Corporation for Roads and Bridges implemented dozens of projects during the year 2023 in the fields of roads, bridges, construction, and maintenance and rehabilitation of the road network at a cost exceeding 25 billion riyals in all governorates.

In an interview with the Yemeni News Agency (Saba), the Chairman of the Board of Directors of the General Corporation for Roads and Bridges, Engineer Abdul Rahman Al-Hadrami, explained that the work and projects implemented during the past year included routine, emergency and periodic maintenance projects for the road network, in addition to 40 projects in the field of roads, and other projects in the field of Bridges and constructions.

He considered the successes achieved by the Foundation and the annual increase in the work and projects it implements as a gain and a qualitative addition to the country’s infrastructure, especially since it comes in light of difficult and complex conditions after nine years of aggression and siege, which resulted in many disastrous consequences for all sectors, agencies and government institutions.

He pointed out that the Roads Corporation is one of the most important leading institutions in construction and development, with its competence and accumulated experience extending for about fifty years, which has made it shorten time with the rapid achievements it achieves today, not only at the level of road and bridge projects, but also with the pioneering works and projects it carries out in the field of construction and infrastructure in various fields and with pure Yemeni expertise.

Engineer Al-Hadrami stressed that the Foundation’s projects are constantly expanding and will continue to move on the path of development in the coming years to achieve more important and strategic service achievements and facilities for the country. He appreciated the interest and support given by the Foundation’s revolutionary and political leadership, which contributed greatly to all its achievements.

Increased maintenance work by 65 percent:

The maintenance projects and work undertaken by the Corporation on an ongoing basis represent the cornerstone of preserving the national road network and its permanent readiness to serve citizens.

From this standpoint, last year witnessed a significant increase in the implementation of road maintenance and rehabilitation work, which exceeded 1,150 kilometers of roads in all governorates at a cost of approximately 15 billion riyals, an increase of 65 percent over the year 2022.

According to the General Director of Maintenance at the Corporation, Engineer Abdul Qader Badi, the focus was on asphalt works, which represented 83 percent of the total activity of the General Administration of Maintenance at a cost of 11 billion and 500 million riyals, which included implementing additional layers (soft - sandy) with a length of 250 km, and re-establishing the base and asphalt layer for roads sections with an area of 80,000 square metres, asphalt restorations (shallow and deep excavations) with an area of 130,000 square metres, and restoration of asphalt cracks with a length of more than 200,000 linear metres.

He stated that the cost of earthworks and emergency maintenance amounted to two billion and 300 million riyals, which included removing waste, re-filling the road shoulders, clearing sewers and drainage channels, and re-implementingbuildings or the necessary road protections.

Engineer Badi stated that during the period (2020-2023 AD) 96 specific machinery, equipment and supplies specialized in carrying out maintenance work were purchased at a cost of one billion and 680 million riyals, in addition to the repair and restoration of the corporation’s buildings and sites in all governorates at a cost of 174 million riyals, as well as the maintenance of idle equipment and machinery with more than 500 million riyals.

Implemented projects in the field of roads:

In turn, the Corporation's General Projects Department achieved a qualitative leap in the number of implemented projects during the year 2023, with an increase rate of 61 percent over the year 2022, and at a cost exceeding 7 billion and 107 million riyals, distributed over forty projects in various governorates of the Republic.

The General Director of Projects at the Corporation, Engineer Sadiq Al-Jarbani, stated that the increase in the volume of work and projects implemented during the past year comes after the General Administration of Projects during the year 2022 also achieved an increase in the number of projects amounting to 30 percent compared to the year 2021.



He pointed out that the credit for all the successes and achievements that have been achieved and are being achieved goes to the efforts of the Foundation’s leadership, which was able, within a short period, to mobilize the efforts of the Foundation’s employees and activate the role of its various departments.

Achievements in the language of numbers:

The Foundation translates in the language of numbers the achievements it has achieved over a year of work and giving, as the Director General of Projects indicated that the Foundation’s branches are working to implement the majority of projects within the governorates in which it is located, as Saada Governorate branch implemented projects and works at a cost of one billion and 974 million riyals, followed by Hodeidah Governorate branch projects, amounting to one billion and 678 million riyals.

He stated that the cost of Dhamar Governorate branch’s projects amounted to 762 million riyals, followed by Amran Governorate branch’s projects at approximately 367 million riyals, in addition to 252 for Hajjah branch, 89 million riyals for Al-Bayda branch, 86 million for the Ibb branch, 58 million riyals for Sana’a branch (secretariat renovations), 45 One million riyals for Raymah branch, 28 million for Taiz branch, in addition to 15 million riyals for Al Mahwit branch.

In addition, the cost of projects implemented in the field of traffic safety during the past year amounted to more than 526 million riyals.

For Al-Jarbani, the year 2023 witnessed the completion of the main asphalt road (Haydan - Maran) in Haydan District in Saada, at a cost of 211 million riyals, and it is one of the areas that have been deprived of projects over the past decades, like Al-Jawf Governorate, where the corporation is currently working on implementing the main road linking it to the capital, Sana’a ( Arhab - Hazm Al-Jouf), in which the cost of the works carried out during the past year amounted to one billion and five million riyals, while its total cost exceeds five billion riyals.

Projects in all governorates:

According to the annual report issued by the General Projects Department, the organization’s projects covered all governorates, as the projects implemented in Hodeidah Governorate included the completion of the first phase of (Al-Qanawis - Al-Maghlaf - Al-Kadan) road at a cost of approximately 600 million riyals, and the asphalt restoration work on (Al-Salif) road at a cost of 42 million riyals, funded by the local authority.

The Hodeidah projects also included the rehabilitation and asphalting of the left side and the connection areas of Road B and the main roundabout road in Hodeidah Port at a cost of more than 216 million riyals, and a project to rehabilitate and maintain the asphalt plaza of the Salif Port pier at a cost of approximately 147 million riyals, funded by the Red Sea Ports Corporation, and the first phase project of the earthworks for the path linking the road adjacent to the sugar factory to the Ras Issa facility, with a length of seven kilometers, at a cost of 175.5 million riyals, funded by the Ministry of Oil and Minerals.

The report stated that Saada Governorate witnessed the implementation of eight projects funded by the Road Fund, which included the first phase of the expansion of (Saada-Al-Talh) road, with a length of 10 kilometers, at a cost of 250 million riyals, and the second phase of the same road, with a length of 10 kilometers, at a cost of 168 million riyals, as well as the third phase of the project which is 10 kilometers long, at a cost of 247 million riyals.

Also in Saada, the Foundation implemented an earthworks and paving project on (Ould Amr - Aqabat Al-Rabat - Walabah) road, (Al-Raqqa - Al-Shaqab - Agwai) road, and (Bani Was - Qalat Amer - Al-Marqou’) junction at a cost of 250 million riyals, and a project for paving (Al Jaawan - Aljoma'a) in Haydan District at a cost of 95 million riyals, and completing the asphalting of (Madha Ring Road - the first phase) at a cost of 485 million riyals, and (the second phase) at a cost of 430 million riyals, in addition to completing the paving of (Aqabat Fut) road in Haidan at a cost of 33 million. Rial.

As for Dhamar Governorate, the Corporation implemented the second phase of the project of building an axial weighing station in the Jahran area on Sana’a - Dhamar road at a cost of 170 million riyals, a project to install tube ferries on (Yahdhar - Jabal Mahn - Jabal Mutlaq) road at a cost of 30 million riyals, and a project for asphalting the double line in Rusaba area at a cost of 246 million riyals, funded by the Road Maintenance Fund.

A project to survey and improve the dirt section (Wadi Al-Sibli Dabbah - Hasman) on the lower Moroccan line, Dhamar - Dabbah and some other roads, was also implemented, at a cost of 20 million riyals, and a project to survey and improve the dirt section (Dura - Sebn - Kaboud) on Dhamar - Al-Husseiniyah road, at a cost of 14.6 million riyals, and a project to complete the rehabilitation and asphalting of the entrance to Dhamar city from the direction of “Dhi Sahar Al-Ashaw” at a cost of 206 million riyals, and a project to maintain the Musharrafa Bridge on Dhamar - Al-Husseiniyah road at a cost of 40 million riyals, as well as maintenance of Al-Haswah ferry on the same road at a cost of 10 million riyals, all of which are funded from the local authority.

In Dhamar city, a project was also implemented to restore and maintain asphalt potholes on (Zaraja - Beit Al-Kumaim - Qaa Al-Qubatain - Al-Hadda) line at a cost of 20 million riyals, in addition to a project to survey and improve various secondary roads in Maghreb Ans District at a cost of 10 million riyals, funded by the local authority.

In Al Bayda Governorate, the Foundation implemented three projects funded by the Road Fund, which included the maintenance and restoration of Radaa streets (stone paving) at a cost of 145 million riyals, and two maintenance projects for Radaa - Al Bayda road, Al Sawadiyah section (concrete paving + stone paving) at a cost of 249 million riyals for the first phase, and 214 One million riyals for the second phase, while the local authority in the governorate financed a project to build streets in some neighborhood units in Azza area at a cost of 11 million riyals.

Ibb Governorate witnessed the implementation of a road maintenance project (Ibb-Mashura) at a cost of approximately 250 million riyals, funded by the Road Fund.

In Sana'a Governorate, the Foundation implemented two projects for paving Naqil Road (Harmah - Mahjil - Al-Said - Bilad Al Kabayl) in Al-Haymah Al-Dakhiliya District, and the Naqil Road (Al-Najra) in Al-Haymah District, and Naqil (Al-Najra) road in Al-Hayma District at a cost of approximately 60 million riyals for the two projects, with funding from the Road Fund and a community contribution.

It also implemented projects for the fourth, fifth and sixth phases of the rehabilitation and expansion of the northern entrance to the capital Sana’a (Al-Azraqin - Dhifan Junction), at a cost of 250 million riyals for each phase separately, funded from the Fund.

In secretariat of the capital, the corporation implemented the first and second phases of asphalting the street south of the security and intelligence reformatory - Shamlan - Wadi Al-Anab hill in Ma’in district, at a cost of 50 million riyals for the first phase and 60 million riyals for the second, funded by the secretariat, in addition to a project to implement the work of constructing, supplying and equipping a Model collection center of qat sales tax in Azraqeen area, at a cost of 69 million riyals for the first phase, and 62 million riyals for the second phase, funded by the Tax Authority.

In Amran, the Foundation implemented the projects of the second and third phases of completing the construction of (Radwan - Qilab Isolation) road in Maswar District, at a cost of 27 million for the second phase, and 10 million for the third phase, with funding from the Road Maintenance Fund and a community contribution.

While the Foundation’s projects in Hajjah Governorate included completing the construction and expansion of (Mustaba - Al-Ajirat - Majbla - Wadi Ram) road, which was funded by the Road Fund at an amount of 30 million riyals.

According to the report, the amount of asphalt mixture used in the aforementioned works and projects was approximately 33,370 tons, compared to 20,228 tons during 2022, and 11,223 tons during 2021, which indicates an increase in the volume of works and projects from year to year, so that the percentage increase during the past year reached 65 percent.

Bridges and construction projects:

The annual performance report of the Corporation’s General Department of Bridges and Construction for the year 2023 reveals the outcome of work, achievement and continuous development through the increase in the number and cost of its implemented projects, which exceeded three billion and 103 million riyals, compared to one billion and five million riyals during the year 2022, with an increase rate exceeding 200 percent.

The Director General of Bridges and Construction at the Corporation, Engineer Adnan Ibrahim, stated that the year 2023 witnessed the implementation of 15 projects in the field of bridges and construction, including seven strategic bridges and three ferries, in addition to three giant construction projects that will contribute to improving the services provided to citizens in many of the beneficiary governorates.

Strategic bridges with Yemeni expertise and hands:

In recent years, the Foundation, represented by the General Administration of Bridges and Construction, has been able to construct dozens of bridges, whether those that were destroyed by the aggression and which the Foundation reconstructed and rehabilitated, or new bridges that it built in many governorates and entered service.

However, the success that the Foundation has achieved since its entry as a government agency in implementing this type of important projects with Yemeni hands and expertise represents a great achievement and a pioneering experience.

The Director General of Bridges and Construction indicated that during the year 2023, the maintenance and rehabilitation project of Fardat Nihm Bridge on (Sanaa - Hazm Al-Jawf) road was completed at a cost of 203 million riyals, which was destroyed by the aggression coalition aircraft, causing a major problem in traffic, as it is located in a rugged mountainous area and is on top of one of the bridges in deep valleys, which caused great suffering to citizens as a result of the inability of most means of transportation, including transport trucks, to cross the valley after the bridge was destroyed.

He explained that the project to establish and construct Al-Khirba Bridge on (Mafraq - Hazm Al-Jawf) road was completed at a cost of 277 million riyals, as well as the fourth phase of building and constructing Salamat Bridge on (Sanaa - Al-Jawf) road at a cost of 68 million riyals.

Engineer Adnan Ibrahim stated that the projects implemented in the field of bridges also included the project to build and constructAl-Ghail Bridge on (Fardt Nahm - Al-Juba - Hazm Al-Jawf) road at a cost of 285 million riyals, which is considered one of the most important bridges located on this vital road, as it is located on one of the valleys that flow Including abundant water, which leads to the road being cut off for days, thus doubling the suffering of citizens.

The past year also witnessed the implementation of the project to construct Mahliya Bridge on (Afar - Qaniya - Al-Juba) road at a cost of 333 million riyals, and the project to build and construct the eastern entrance bridge to Sanaa International Airport at a cost of 100 million riyals, in addition to the start of the implementation of Wadi Habab Bridge on (Sharq City - Bajil) road.

With regard to ferry projects, the General Administration of Bridges implemented Al-Qabi ferry project in Saada at a cost of 50 million riyals, Daran ferry reconstruction project at a cost of 130 million riyals, and Al-Talh ferry project at a cost of 14 million riyals, in addition to Sabban ferry project.

In the construction field, the first phase of the Road Maintenance Fund building project was completed at a cost of 545 million riyals, and the first phase of the project to establish the Great Messenger Center for Oncology Treatment in Saada Governorate was completed at a cost of one billion and 11 million riyals, in addition to the project of restoring the Sabeen platform in the capital secretariat at a cost of 67 million and 676 thousand real.

Quality is the title of the Foundation's Projects:

The Chairman of the Foundation’s Board of Directors confirms that all these projects were implemented according to quality, technical specifications, and the time period specified for them, and that they entered into work to serve citizens in all governorates.

He stated that the institution was able to overcome many of the difficulties and challenges imposed by the aggression and turned them into success stories, adding more achievements that all its members are proud of, as they came during an exceptional stage and a critical situation to prove the institution’s ability to overcome difficulties and challenges, and that it will remain at the level of leadership confidence in it. .

Al-Hadrami stressed that, over a period of nine years, the Foundation was assigned all the work and tasks related to the implementation, rehabilitation, and construction of roads and bridges destroyed and damaged by the aggression, through which it achieved unexpected success that made it one of the most important national institutions worthy of building and developing the country and bringing it to the future that the Yemeni people seek for decades.

In contrast to the decline caused by the aggression and the siege in the performance of many institutions, the General Authority for Roads rose from under the rubble of the destruction to which its facilities were exposed and continued to work on reconstructing and rehabilitating the roads and bridges destroyed by the aggression, and many other construction projects, which earned it more profits and experiences enabled it to expand the scope of its work and achieve a steady increase in terms of projects and work entrusted to it by government agencies and local authorities.

The institution is an executive arm of the state:

The institution includes a group of the finest engineering cadres who have been refined by experience and have fought the battlefield ofengineering work field in all its complexities, this explains the institution’s steadfastness as a fortress and a lofty national edifice over decades and had a clear imprint in establishing the majority of the road and bridge network, and bore the responsibility of preserving the network that cost the country hundreds of billions to build and pave.

The Corporation is also the executive arm of the state and is relied upon to implement road and bridge projects and other construction works that constitute the country’s infrastructure as a whole.

A full year of work, achievement and endless giving in this national institution, which has become a source of pride in the organization, development and modernization it has achieved at all administrative, technical, engineering and technical levels and most importantly of all is the quality of the work and projects it carries out in various service and development fields throughout the great country.
